Voucher Management System Reporting Requirements for Moving to Work Public Housing Agencies - This Notice is to inform Moving to Work (MTW) Public Housing Agencies (PHA) of new reporting requirements for planned uses of MTW Housing Choice Voucher (HCV) reserves in the Voucher Management System (VMS). This Notice is effective for the June 30, 2024, calendar year quarter end date reporting cycle and applies to all MTW agencies administering the HCV program.

Additional Administrative Fees for HUD-VASH - This notice announces the availability of $20 million in funding to be made available for Public Housing Agencies (PHAs) currently administering the HUD-Veterans Affairs Supportive Housing (HUD-VASH) program to assist in the leasing of HUD-VASH vouchers.  Further, this notice provides guidance on the process for funding requests and outlines eligible uses for these HUD-VASH administrative fees.

Extension of the Adjustment to Tenant Accounts Receivable (TAR) Sub-indicator under the Management Assessment Subsystem (MASS) Indicator for the fiscal year 2023 Public Housing Assessment System (PHAS) assessment cycle- This notice extends the adjustment of the standard under the Management Assessment Subsystem (MASS) indicator for the Tenant Accounts Receivable (TAR) sub-indicator for the fiscal year 2023 Public Housing Assessment System (PHAS) assessment cycle that was initially implemented in Notice PIH 2022-02.

Indian Housing Block Grant (IHBG) Model Activity Requests - The purpose of this Notice is to provide IHBG formula recipients with updated information on the process to follow when requesting approval for IHBG model activities. This Notice replaces Program Guidance 2013-09 (R).

Calculating Annual Income for Purposes of Eligibility under NAHASDA - This notice provides updated instructions to Indian Housing Block Grant (IHBG) grantees on how to calculate annual income under the IHBG program for the purpose of program eligibility. It covers the three definitions of annual income that grantees may utilize to determine income eligibility and adopt in their Admissions and Occupancy policies.

Transition and implementation of the Housing Opportunity Through Modernization Act of 2016 (HOTMA) -  The purpose of this notice is to provide guidance to the Department of Hawaiian Home Lands (DHHL) on the transition period preceding the implementation of program changes brought about by the Housing Opportunity Through Modernization Act of 2016 (HOTMA) and detailed in the final rule published in the Federal Register at 88 FR 9600 on February 14, 2023. Through this notice, HUD is announcing that it is granting DHHL up to an additional year to implement and come into compliance with the new Part 5 definition of “annual income” under the Native Hawaiian Housing Block Grant (NHHBG) program.

Registration of interest for special administrative fees for development of a housing mobility-related services plan (HMRP) under PIH Notice 2023-07: Implementation of Federal Fiscal Year (FFY) 2023 Funding Provisions for the Housing Choice Voucher Program  The Housing Choice Voucher (HCV) program allows participating families to use their assistance anywhere in the country where a Public Housing Agency (PHA) administers vouchers. While the HCV program serves over 2.5 million families with rental assistance, and families may use their assistance anywhere, families may face significant barriers accessing low-poverty neighborhoods.

Guidance on Eligible Uses for PIH Program Funds Related to Persons with Limited English Proficiency -  This Notice provides guidance for public housing agencies (PHAs) administering the Public Housing (PH) and/or Housing Choice Voucher (HCV) programs, along with other PIH grantees (for example, recipients of federal funding through PIH’s NOFO process), on compliance with federal requirements for providing meaningful access to persons with limited English proficiency (LEP).

Guidance on Inventory Management System/PIH Information Center (IMS-PIC) Sub-Module Reporting and Validation - The purpose of the guidance in this notice is to ensure that Public Housing Agencies (PHAs) maintain and submit accurate, timely, and reliable unit designations in the IMS-PIC Development Sub-Module. The IMS-PIC collects information about PHA developments, buildings, and units; therefore, information entered by PHAs into the IMS-PIC Development Sub-Module must be accurate since such information impacts their performance scores and funding levels.

Shortfall Grant SF-425 Reporting Requirements - This notice provides clarification, additional information, or correct information to public housing agencies (PHAs) regarding the reporting requirements related to the Federal Financial Report (FFR), also known as the Standard Form (SF-425).

Build America, Buy America Implementation Guidance for the Public Housing Program - The purpose of this notice is to assist Public Housing Agencies (PHAs) by providing them with information about the “Buy America preference” (BAP) requirement created by the Build America, Buy America Act (BABA) and its impact on Public and Indian Housing (PIH) programs. This Notice also provides a timeline for the application of the BAP and highlights issues that PHAs may want to consider when preparing for HUD’s full implementation of the BAP over the next year.
